The relief panel on the left represents judicial proceedings while the right-hand panel represents municipal proceedings, the two fundamental uses of the building when it was built and until it was superseded by the Council House in 1954. The building now houses a small art gallery on the first floor, and the rest of the building forms the Guildhall theatre.
