The second son of Prime Minister Lord Rosebery, Neil James Archibald Primrose (1882–1917) represented Wisbech in parliament from 1910 to 1917. He served as Under-Secretary of State for Foreign Affairs in 1915 and as joint-Parliamentary Secretary to the Treasury from 1916 to 1917. He also acted as Military Secretary to the Ministry of Munitions in 1916 until his death. He was described by Lloyd George as bright, radiant and lovable.
