The building has a complex history of building phases and redevelopment, and the façade is largely intact. There has been continued redevelopment and additions between 1904 and 2012 with multiple architects. The three seated robed figures keep watch, looking out over the city to three aspects. To each aspect are reliefs of arms and a clock face.
