The work was erected to symbolise Jersey's association with the poet and writer Victor Hugo. He was exiled to the island between 1852 and 1855. The column is inscribed in both English and French with a verse by him.

on one side of the column, incised, an extract from Victor Hugo's poem, 'Boaz Asleep' (1859): L’OMBRE ETAIT NUPTIALE, AUGUSTE ET SOLONELLE / LES ANGES Y VOLAIENT SANS DOUTE OBSCUREMENT, / CAR ON VOYAIT PASSER DANS LA NUIT, PAR MOMENT, / QUELQUE CHOSE DE BLEU QUI PARASSAIT UNE AILE; on the other side of the column, the English translation: ALL SHADOWS FLOATED, NUPTIAL, STATELY, GRAVE / AND SURELY ANGELS FLEW IN SECRECY / FOR THROUGH THE NIGHT FROM TIME TO TIME YOU’D SEE / A SHIFT OF AZURE LOOKING LIKE A WING.
