A portrait of William Felkin, JP, FSS, FLS, Mayor of Nottingham, author of 'History of Machine-made Lace and Hosiery Manufacturers'. The sitter faces left, soberly dressed in black jacket and waistcoat. He wears a beard probably fashionable in his period that stretches all around the edge of his lower face leaving the chin area beneath the mouth exposed.
