William Harvey was a miner from the age of ten. He was one of the founder members of the Derbyshire Miners' Association in 1880 and was their first Treasurer. He was an active trade unionist and became Vice-President of the Miners Federation of Great Britain in 1912. He was also the MP for North East Derbyshire from 1907 until 1914.
