Thomas was the son of Sir Henry Fanshawe of Ware Park (1569–1616) and Elizabeth Smythe (1572–1631). His first wife, Ann Allington, whom he married in 1627, died in childbirth in 1628. The following year he married Elizabeth Cockayne (1609–1667), the daughter of Sir William Cockayne, Lord Mayor of London in 1619. They had 18 children in the space of 19 years. Thomas held the post of King's Remembrancer between 1619 and 1641, and after the Restoration he again took up the role from 1660 until his death. As a Royalist, he fought for the King at the Battle of Edgehill and spent a brief period in exile at the end of the Civil War. Thomas lent vast amounts of the family’s money to support the Crown during the Civil War. As compensation for the slow payback of the loans Charles II granted Thomas a peerage, Viscount of Dromore, Ireland, which gave him a small income in the meantime.
