The son of Sir Henry Fanshawe of Ware Park (1569–1616) and Elizabeth Smythe (1572–1631), Thomas's first wife was Ann Allington whom he married in 1627. Their daughter, Ann, was born in 1628, the year her mother died. The following year Thomas married Elizabeth Cockayne (1609–1667), the daughter of Sir William Cockayne, Lord Mayor of London in 1619. Together they had 18 children in the space of 19 years. Thomas was made Knight of the Bath in 1626 at the Coronation of Charles I and stood as MP for Hertford before the Commonwealth, then as MP for Hertfordshire after the Restoration. He held the post of King's Remembrancer between 1619 and 1641, and again from 1660 until his death. As a Royalist, he fought for the King at the Battle of Edgehill and spent a brief period in exile at the end of the Civil War.
