The sitter is Julia Prinsep Stephen, née Jackson (1846–1895), formerly Mrs Duckworth, and mother of Virginia Woolf and Vanessa Bell.

This painting, and another by Jacques-Emile Blanche in the Government Art Collection, are both copies of a photograph by Julia Margaret Cameron from 1864.
