The Lord Provost, Sir James Fleming, presides over the meeting and Hugh Stevenson, Clerk-Depute of the Scots Privy Council, reads from the Warrant the terms of the Charter, granted by Charles II on 19th October 1681; 82 merchants were present on this occasion.
