Sir Thomas succeeded to the baronetcy in 1919. He was Deputy Lieutenant of Essex and Justice of the Peace in Norfolk and Essex, and also Chairman of Norfolk Quarter Sessions.

Sir Thomas was educated at Harrow and was admitted to the Middle Temple, London.
