Sir Phillip Colville Smith was the Grand Secretary, or Chief Executive, of the United Grand Lodge of England, the governing body of Freemasonry in England and Wales, from 1917 to 1937. The initials that follow his name in the title of the painting (CVO) denote his role as Commander of the Royal Victorian Order, which was awarded to him in 1923. He was then knighted in 1925. This portrait was commissioned by the United Grand Lodge of England after the death of Sir Phillip Colville Smith and is one of a series of portraits of past grand secretaries. It is a copy of an original by Sir Arthur Stockdale Cope, which belongs to the Royal Masonic Benevolent Institution (RMBI). Colville Smith was Secretary of the RMBI prior to becoming Grand Secretary.
