Described as 'the most faithful drudge of a secretary', Jenkins was a loyal politician and diplomat in the service of Charles II. He represented England at the Congress of Nymwegen, the peace negotiations between the countries involved in the Dutch War. It was to mark the conclusion of the Congress in 1679 that he had this portrait painted in the Netherlands. It recalls John Aubrey's description of him as 'a strong body for study, indefatigable, temperate and vertuous, God blesse him'.
