The sitter was born in Barnard Castle and in 1788 was admitted to Gray’s Inn London, one of the four Inns of Court where he completed his legal training, becoming a barrister in 1794. Sir John Hullock trained as a barrister before the introduction of the bar exam and would have qualified on the recommendation of a Judge or Bencher. In 1816 he became a Serjeant-at-Law, an English barrister of the highest rank. In 1823 the sitter became a Baron of the Exchequer a judge for the Court of Exchequer, presiding over certain types of revenue litigation.
