Keir, a university teacher and administrator, was educated at Glasgow Academy and University. His second year of studies at the latter was interrupted by active service with the King’s Own Scottish Borderers. After the war, he entered New College, Oxford, where he obtained a first in History in 1921. He was elected a fellow of University College, Oxford, and was associated with the College until 1939, as dean (1925–1935) and estates bursar (1933–1939). He also lectured in English constitutional history at the university (1931–1939). In 1939 he was appointed vice-chancellor of Queen’s and remained in the post for 10 years. During his period in office, he was instrumental in securing Queen’s funding comparable to that of other British universities.
