Wheeler was a sculptor and President of the Royal Academy from 1956 to 1966. He was instrumental in founding the Society of Portrait Sculptors, of which he became the first president in 1953. His public work includes commissions for Sir Herbert Baker's India House in 1925, South Africa House in 1930, Church House in 1934, and the Trafalgar Square fountains in 1939.
