Welford was a local historian, biographer and antiquary. The bust was originally held by the City Library, but in 1977 Richard’s grandson John Welford was concerned that it was not on display and made representations to that library regarding a transfer of the bust to The Literary & Philosophical Society on condition that it would be displayed there; the City Library agreed.
