The work features a raked, stepped plinth to a square, coursed, rock faced pedestal with ashlar quoins at angles, roll-moulding at the base and chamfered cornice. The square shaft supports a further pedestal, with chamfered plinth and cornice, surmounted by a draped bronze figure of Triumphant Youth. The four faces of the uppermost pedestal bear sculptured bronze achievements of arms, the seal of Hartlepool and a cartouche dated 1914. The column forms part of a wider war memorial including a stone wall flanked by two end columns. Five slate panels with inscribed with the names of the fallen are in the centre section of the wall. The wall part of the memorial is dedicated to both the First World War and the Second World War.
