A bronze bust of Queen Victoria with crown and sash. The monument is sheltered by a free-standing canopy in the form of a baldachino with ribbed dome with finial above semi-circular sandstone arches with marble spandrels. The arches are supported by free-standing granite columns on pedestals which form part of the podium to the whole monument on a stepped base. The fountain basin incorporated in the podium to the monument, with the dome flanked by four urn finials. There are coats of arms carved on two sides of the pedestal, behind iron railings, presumably for protection against vandalism.

It was built to mark Queen Victoria's jubilee and also to celebrate the presentation of the Happy Valley Park to the people of Llandudno by landowner Lord Mostyn.

Chairman / C E Clerk and Engineer / Llandudno Improvement Commissioners; upraised letters on front lower part of bust: 1887 / ANNUS JUBILAEUS.
