It was built to mark Queen Victoria's jubilee and also to celebrate the presentation of the Happy Valley Park to the people of Llandudno by landowner Lord Mostyn.

incised in stone on front of fountain continuing around east, south and west sides of pedestal, below socle: This Fountain was erected in the Happy Valley to / commemorate the Jubilee of the Reign of Her / Most Gracious Majesty Queen Victoria and Empress / of India by The Right Hon. Lady August Mostyn. / upon land presented to the Town of Llandudno by / her Son the Right Hon. Llewelyn 3rd Baron Mostyn. / E. Jones J.P. Chairman / C E Clerk and Engineer / Llandudno Improvement Commissioners; upraised letters on front lower part of bust: 1887 / ANNUS JUBILAEUS.
