A stone plinth with canted angles on similar base surmounted by the figure of Queen Victoria seated on a throne with elaborate Art Nouveau finials. A bracket to rear of throne bears small statue of Saint George. The Royal Arms are placed at the front with those of Leeds on the back. Figures of Peace and Industry sit in niches at the sides. On the front of the throne a victor's laurel wreath with ribbons. On the finials there are harps for Ireland and lions rampant for Scotland. On the back, a free-standing figure of Saint George, in late gothic-style armour with raised sword in one hand and a shield represents England. The defeated dragon appears as a crest on the Saint's helmet. The orb is decorated with the rose of Lancashire. Frampton used the same model of Queen Victoria for Leeds, St Helens and Winnipeg.
