The work features a circular stone base of steps, surmounted by further steps in cross plan, with seats in the angles and urns on ends, and four sculptured figure groups in inner angles (education, industry, commerce and agriculture). There is a circular domed pavilion on four sets of four coupled Ionic columns with circular cornice and sculptured figures over each angle (representing justice, wisdom, charity, and peace) and a trumpeting angel on top of dome (representing fame); under this baldachinno is standing a bronze statue of Queen Victoria under a dome.
