The man wears a dark jacket and grey trousers, with a white shirt and lighter grey tie. One hand is raised and holds a cigar. His hair is smoothed back and he has a large bushy moustache with waxed ends. A handkerchief peeps out of his jacket pocket. It is thought to be a portrait of L. J. Peck, Mayor 1906–1907.
