This is thought to be a portrait of Robert Peel. He sits in a dark coat with his white shirt and necktie done up tight to his chin. He is slightly rosy cheeked and sits in front of a large red curtain, behind which possibly stands a pillar. Peel is accredited to creating the British Police Force in 1829 whilst serving as Home Secretary and later became Prime Minister between 1834 and 1835 and then between 1841 and 1846.
