The relief panels are on the outside of a three-storey Renaissance style Victorian building made from red Accrington brick and sculpted terracotta panels. Above the main entrance are two bas-reliefs panels of women representing art and science. On either side of the main gable are three terracotta panels depicting trades and industries associated with the building as a technical school when it first opened, namely building, engineering and science. There are also two long narrow panels with four female figures in each representing spinning and weaving.
