A three stepped round brick built built base with two inlaid black granite plaques, under one lies a time capsule. The clock is mounted on a lamp post with a rectangular base section, the metal base include arms to four sides and three sides also have brass dedication plaques. the cube four side clock box is mounted on the post, the clock face shows to three sides with the rear face depicting local rural scenes from the district. Around the top of the box in gold lettering is 'Rayleigh Town Council 2000'. Atop the clock is a weathervane.
