John Smith’s family owned a woollen mill at Old Deer. He purchased the Kirkburn Mill in Peterhead in 1850. He served on Peterhead Town Council on three occasions: 1859–1869, 1881–1884 and 1888–1899, serving as provost during the last period.

His period as provost saw numerous developments in the town including: Public Library/Museum building; Recreation Park; improvements to Port Henry Harbour; the Model Lodging House; the erection of the Fish Market at South Harbour; the start of the Harbour of Refuge; the Corporation Baths; and the Smith Embankment, named after him.
