Campbell trained in the law at Lincoln's Inn and, after working briefly for the Morning Chronicle, was called to the Bar in 1806 where he reported on jury trial cases. He published four volumes of reports extending from 1807 to 1816. Campbell took silk in 1827 and was then elected as a Whig MP in 1830. His most important appearance as an MP was a speech he made in defence of Lord John Russell's first Reform Bill of 1831. The following year he was made Solicitor General. In 1841, he was raised to the House of Lords and in 1850, at the age of seventy, was made Lord Chief Justice, a post he held until 1859, when he became Lord Chancellor. He remained in this office until his death.
