William Cowen was born in Rotherham, Yorkshire. By 1811 he was a drawing master in Sheffield, and attracted the early patronage of Earl Fitzwilliam, who paid for him to visit Italy in the early 1820s. He moved to London in 1831 where he settled for the rest of his life. He was a founder of the Royal Institute of Painters in Water Colours. He is buried in Brompton Cemetery.
