A stone fountain with the plaque missing to the front and also four lions' heads missing (one is with Welshpool Town Council). It has a central shaft with four semi-circular basins and was erected in memory of local dignitary and benefactor, Charles Edward Howell, born 27th July 1846. He qualified as a solicitor in 1868 and subsequently served Welshpool as a justice of the peace, an alderman and mayor. He died in August 1906.

Inscription description

plaque formerly fixed to fountain and now in the office of the Town Clerk, Welshpool Town Council, was removed for safe keeping, the inscription reads: THIS FOUNTAIN WAS ERECTED BY PUBLIC SUBSCRIPTION TO THE MEMORY OF CHARLES EDWARD HOWELL, SOLICITOR, JUSTICE OF THE PEACE, MAYOR OF THIS BOROUGH 1894-95, ALDERMAN 1895-96, IN RECOGNITION OF HIS PUBLIC SERVICES AND HIS BENEVOLENCE AND NEVER FAILING SYMPATHY. DIED AUGUST 19TH 1906
