Placed to provide a 'leading line' with the Lower Light, to guide ships into the harbour channel at night. Almost certainly designed by Decimus Burton, it was built from ashlar and red sandstone at a cost of £1,770. The base of the structure, which is square in plan, is rusticated and vermiculated (indented with small wavy lines). It has clasping buttresses, a moulded cornice and a door with Egyptian-style surround. Rising from the base is a cylindrical tower with four round-arched windows and four oculi at the top. There is also a balcony on console-shaped brackets with cast iron balustrade. The top of the structure is octagonal with moulded cornice on console-shaped brackets. A door opens on the west side.
