The works was commissioned by Elizabeth’s Group, who are committed to promoting the life and causes of Elizabeth Wolstenholme Elmy, who lived in Congleton and lobbied tirelessly for women’s rights, girls’ education and equality. She is shown standing at ground level as if engaging the passers-by. She is depicted in a long skirt and jacket wearing a bonnet.
