A fishing boat is depicted to the left of centre, moving briskly in a strong breeze. A smaller boat is in the foreground to the right with a man standing in the stern holding part of a net. The seated man in the boat wearing a red hat holds an oar and looks towards the direction of the net. The sails of the small boat are down, and the third figure leans over the far side with his back to the viewer. In the larger fishing boat the sails are up and billowing in the wind, as it is pitched towards the viewer. Two figures have been depicted in the stern. One sailor wears a red jacket and a blue cap and points towards the small fishing craft. The man standing behind him is wearing a hat and ruff and may be a passenger being conveyed in the boat. There are a number of other craft depicted on the water and on the far right a coastline with a skyline of buildings and church spires is visible.
