Donald Dewar was a leading proponent of devolution and in 1999 became the First Minister of Scotland’s first Parliament since 1707. In July 1998, he announced the selection of EMBT, the Spanish architectural practice led by Enric Miralles with his wife Benedetta Tagliabue, and Edinburgh-based RMJM (EMBT/RMJM), to design the new Parliament building.

This portrait was painted after the 1997 general election, when Donald Dewar was MP for Glasgow Anniesland and Secretary of State for Scotland. The artist created the portrait during two sittings with Dewar and also worked from her own video footage of him to complete the painting.
