Bayliss was a councillor between 1922 and 1930. He used the back of his sweet shop, 157 High Street, as a library and had a shop underneath the library and helped Mr H. T. Hamson setting up the Local Studies, Archive and Museum Service. Mr Hamson had been the driving force behind the development of the library service in general and of the local studies and museums collection in particular. Many of the items in the collection were from his own personal collection.
