The sitter was a Borough Surveyor and Architect to Ealing Council from 1863 until his death. He designed numerous buildings in the borough, including the town hall and two churches. The artist Frank Brooks painted portraits of royalty and aristocracy in Britain but also in India, Germany and Ireland. He lived in Ealing from 1900 to 1918 and had a studio in South Kensington.
