During his reign Charles II attempted to encourage religious tolerance and Catholic freedom with little success. This period also saw the development of the parliamentary party system, with the emergence of the Whigs and the Tories. In 1681, however, Charles dissolved Parliament and he ruled as an absolute monarch.

Charles is shown wearing the Order of the Garter robes and is depicted as an impressive ruling monarch. However, Charles is remembered as the ‘Merry Monarch’. During his reign he had a number of mistresses and illegitimate children and greatly enjoyed racing and gambling.
