Sitting atop a capstan, a young boys peers through a telescope towards Whitehaven Harbour. In his pocket is nestled a mouse, poised as if about to scurry out of it, and a number of bats roost below him. The sculpture, a centrepiece in the harbour square, was commissioned as part of the Harbour Renaissance scheme, and takes inspiration from a painting by Stanhope Forbes.

The image depicts a maritime family and was suggested as a point of reference by the local bookseller Michael Moon. Although 'Boy on a Capstan' does not depict directly any figures from the Forbes image, Bluck's depiction is a similar representation of Whitehaven's fishing community, telling a story of the harbour's history and heritage.
