The artist was born in Lanciano in Italy. As a student he initially embarked upon legal studies, but gradually left these behind. In 1836 he enrolled at the Reale Istituto di Belle Arti in Naples, where he studied landscape painting under Anton Sminck Pitloo (1791–1837).

After Pitloo’s death in 1837, Palizzi continued to study under the painter Gabriele Smargiassi (1798–1882). Palizzi was influenced greatly by Smargiassi’s academic approach to painting, which he adopted within his own work. Palizzi’s early works are melancholic in tone, a quality that is found in many landscape paintings in Italy from the 1820s onwards. Palizzi was among the first to introduce this aspect of painting to Naples.

The artist and his brother Filippo were especially important in the development of Italian realism in the mid-nineteenth century.
