Mixed-media artist, born in Glanaman, South Wales. He attended Newport College of Art, 1970–3, then Cardiff College of Art, 1973–4. He had a strong affinity with artists such as Morandi, Beuys and Dubuffet, his work revealing a notably contemplative and metaphysical nature. Watkins showed with Chapter Arts Centre in Cardiff, Contemporary Art Society and Mostyn Art Gallery, Llandudno. In 1992 had a solo show at Martin Tinney Gallery, Cardiff.
