Painter, born in Kilbarchan, Renfrewshire. In 1950–3 he studied at Glasgow School of Art, gaining the Chalmers Jarvis Prize and the RSA Award. Neil seems to have been a rare exhibitor, although Scottish Arts Council and Aberdeen Art Gallery are among several Scottish public collections holding his work. He was included in Painters in Parallel at Edinburgh College of Art, 1978. Lived near Montrose, Tayside.
