Portrait painter and draughtsman, born in Leeds, son of the mural painter W J Neatby. Studied art at the Royal College of Art under Beresford Pite, W R Lethaby and Gerald Moira, then at the Slade School of Fine Art under Henry Tonks, Philip Wilson Steer and Walter Russell. Member of Chelsea Arts Club. He exhibited RA, RMS, RP and extensively in the provinces. Victoria & Albert Museum has his work. Lived in Harrogate, Yorkshire.
