Painter and teacher, born and lived in London. He studied at Clapham School of Art, 1939; St Martin’s School of Art, 1941; and at Royal College of Art, 1947–50, gaining a first-class pass and the Andrew Lloyd Scholarship for landscape painting, 1950. Was married to the artist Pamela Izzard. Millar was elected to RBA in 1954. He was a visiting lecturer at Royal Academy Schools from 1964–92; was head of fine art at Walthamstow School of Art, 1966–73; then was head of fine art at Kingston Polytechnic, 1973–86. Showed widely in mixed exhibitions, including Leicester and Piccadilly Galleries; RA; Roland, Browse & Delbanco; Odette Gilbert and Fieldborne Galleries; Royal Glasgow Institute of the Fine Arts; Whitechapel Art Gallery; and the provinces.
