Painter of landscapes and townscapes whose vigorous brushwork was compared with that of Kokoschka. Worked a lot in London. In 1984 he gained the Munnings Painting Prize. Jeffrey exhibited at Kingston Heritage Museum in 1988, with RWS, Southwood Brown Fine Art, 1989–90, Llewellyn Alexander Gallery in 1990 and in 1991 shared a show there.
