Painter, notably of landscapes, born in Bilston, Staffordshire, where he attended the School of Art, then the Royal College of Art, 1919–22. Hipkins went on to make his career in New Zealand, where he taught at the Teachers’ College, Wellington, 1931–49. He was prominent in the art world there, being a member of the council of the New Zealand Academy of Fine Arts. Exhibited RBSA and extensively in New Zealand, where his work is in several collections, including Auckland Art Gallery. Lived in Wellington.
