Sculptor and teacher, born in Ebbw Vale, Monmouthshire. He studied foundation at Newport Art College, 1977–8; graduated with honours, Cardiff Art College, 1978–81; gaining his master’s fine art, Royal College of Art, 1981–4, with a Paris Studio Scholarship, 1983. Lectured at Coleg Gwent from 1985 and Gwent College of Higher Education, 1986–94. In 1996 was involved in Community Schools Project, St David’s Hall, Cardiff.

Garner’s work dealt with national and international issues which he felt needed a personal response. “I believe art should reflect the time in which it was made”. Group appearances included Welsh Sculpture, Margam Sculpture Park, 1993; National Eisteddfod, Bala, prize winner, 1997; Labour Intensive, The City Gallery, Leicester, 2000; and Welsh Artists Talking, National Museum of Wales, Cardiff, 2000–1. Among solo shows were Political Games, WAC Gallery, Cardiff, 1996, and Aberystwyth Arts Centre, 2003.
