Born in Bridge Street, Lisburn, McCloy trained initially at the Belfast Government School of Art and Design. He won a scholarship to London and then obtained his first post in 1854 at Waterford School of Art. He moved to Belfast in 1874 where he worked as a freelance illustrator for various companies, including the publisher, Marcus Ward. In 1884 he moved permanently to London and continued to exhibit there until his death.
