John Smiley Dixon Gilmore (known as Dixie) was a former grocer and policeman who served as Lord Mayor of Belfast in 1987.

Gilmore served as a colonial policeman in Palestine and Malaya. He returned to Belfast in 1958 and set up a grocery shop in Cromwell Road.

He was elected as a councillor in 1973, representing the Ulster Unionist Party. He was subsequently elected as an alderman in 1985. Dixon served in Council until his retirement in May 1993. He acted as Chairman of the Gas Committee, the General Purposed and Finance Committee and the Town Planning Committee.

Dixon was a staunch advocate of the Waterfront Hall and performed the ground-breaking ceremony for the Hall in May 1993.
