Portrait painter with a strong interest in music. He studied at Royal Academy Schools and was for a time honorary representative of the Association Board of the Royal Academy of Music and Royal College of Music. Watts was elected to RBA in 1893. Also exhibited at RA, ROI, Walker Art Gallery in Liverpool and Royal Glasgow Institute of the Fine Arts. For much of his life he lived in Sussex, latterly in Worthing.
