Painter and teacher who won his bachelor’s degree and an advanced diploma in painting from University of Ulster, Belfast, 1977–8, then gained a Ford Foundation Grant to study at Syracuse University, New York, where he won his master’s degree in 1981. As well as being artist-in-residence for the Artists in Prison Scheme, Dublin, Devlin taught widely in Ireland, including Dublin, Cork, Waterford and Belfast Colleges of Art and the Workers’ Educational Association. He was invited to contribute to the Great Book of Ireland, shown at Ulster Museum, Belfast, 1991. He was a prizewinner in 1987 and 1994 at the Claremorris Open Exhibition, also at Works on Paper at the Fenderesky Gallery, Belfast, 1988. In 1994 he was included in Beyond the Partitions, put on by Queen Street Studios, Belfast, with which he was associated.
