Artist, author and lecturer, born and lived in Braunton, then latterly at Bishops Tawnton, Devon. He studied at Bideford School of Art, 1946–9, then Camberwell School of Arts and Crafts, 1949–50. After architectural experience, 1944–6, Chugg lectured in art at North Devon College, 1953–79. From 1980 he was a freelance author and artist. Group show appearances included RBA, Woodstock and Piccadilly Galleries. He had a retrospective in Barnstaple in 1953, showing rock paintings in 1958, with a solo exhibition at The Burton Art Gallery & Museum, Bideford, 2001. Between 1964–87 Chugg was a contributor to Country Diary in The Guardian. His publications include Victorian & Edwardian Devon, 1975, and Devon: A Thematic Study, 1980.
